is an external hard drive that uses USB port compatibe with Fed 17 and Windows?

Recently someone showed me an external hard drive that plugged into the USB port of my server. The USB port gave it the power it needed. I was told the external hard drive could be used as a back up because any changes in the files to be backed up are included in what is written to the external hard drive each time it is written to. My Fedora 17 computer could not use it because it used the fat32 file system.

Because of this, I'm thinking an external hard drive like this will either work with Windows or Fedora, but not both. Is this true? Is there an external hard drive that is compatible with both?

The external drive I was shown is made by Toshiba. It showed up in the Fed 17 gui, but the files it contained could not be opened.
