temporarily disable fullscreen

Is any way how to temporarily disable opening applications in fullscreen mode? I am working in high resolution 2560x1440 and sometimes applications start in window mode and sometimes in fullscreen mode. I like to set window mode for every time.

I ma running f18 with gnome 3.6 of course
