GRUB_DEFAULT=saved doesn't seem to work

I'm having problems with kernel 3.8.11-200 (which is installed as grub boot option 0) and I'd like to have the system automatically boot to the back-up kernel 3.8.9-200 (which is installed as grub boot option 1).

I was under the impression that simply using the keyboard to manually select option 1 instead of option 0 at boot time would cause grub to remember which boot option was selected, and use it for the next boot. that feature doesn't seem to be working. if i manually select boot option 1, use the system, and then do a restart, grub will always boot off of option 0, even though /etc/default/grub contains the entry "GRUB_DEFAULT=saved".

Am I missing something?
