Turn on consistent network interface naming

I've seen a few threads like http://forums.fedoraforum.org/showthread.php?t=289008
which request help for turning it off .. I want the opposite - turn it on

I'm not sure on why but for one of my fedora 18 installs, interfaces are presenting themselves as eth*.

I know the following:
70-persistent-net.rules does not exist in /etc/udev/rules.d
biosdevname=0 can be used to turn it off (or other kernel options)

I want to know how to turn it on properly (this means no kernel command line hackery, or config file kludges), if possible .. i.e how to get udev to the state it should be in at a fresh install.
