OS boot entry not created in UEFI boot manager

Hi,

When installing F16 from hard disk , noticed that OS boot entry is not created in UEFI boot manager. If i select the "Boot from file" option and select .efi , the system is booting perfectly. Just want to understand , what are all the conditions checked by anaconda installer before creating OS boot entry.
