How to have Numlock on at boot time?

All:
I normally boot into init 3, text mode.
I would like to have numlock is not on at that stage.
I have looked and have not been able find anything about this on internet!
There is lots about how to have it on when x starts, which I have turned on with no problem, but that is not my question.

Any insights?
