Playing Sound when not logged in

I have some cron tab scripts and other scripts that are run (not as root) in the background.

Some of these play sounds.

How can I have them ALWAYS play sounds even when the owner is not logged into the console (via X windows or otherwise).

In the past this used to be solely dependant on the /dev/ permissions, now it seems it is dependant on daemons (like pulse audio) whcih may, or may not be running when a user is NOT logged in.

The machine is a single user machine, and yes I do have root access. Network access is not needed or wanted. Though the 'localhost' loopback is active, other network interfaces may not be (and indeed with new systems is typically down when a user is not logged in!

Any suggestions welcome.
